About Us
   
The Authority is a public corporation and a governmental instrumentality of the Commonwealth of Pennsylvania, created by Act of the 1947 General Assembly for the purpose of financing the construction and improvement of public school facilities. The Authority finances projects through the issuance of bonds; the principal and interest of which are paid by the annual lease/loan payments collected from public schools. The Authority has no general liability with respect to these obligations and has no beneficial interest in the related assets held by trustees. Acting solely in an agency capacity, the Authority serves as a financing conduit, bringing the ultimate borrower and the ultimate lender together. The goal of the Authority is to make lower cost tax-exempt financings available to school districts and community colleges.
